About Noor
Noor gathers in one place what it takes to build and run a mosque in France: the procedures, the tools and the markers, step by step. It is a tool in the service of the community, made with a single intention, to be useful and to save time for those who carry these projects.
Noor, نور, means the light. An intention held throughout the site: to help see clearly, without claiming any more.
Why Noor exists
Carrying a mosque project means moving through a long journey: finding land, understanding planning, choosing a status, talking with the town, financing, then keeping the place alive. The information exists, but it is scattered across laws, counters and administrative sites, often technical and sometimes discouraging. Noor gathers this material, sets it in order and makes it readable, so that an association knows at any moment where it stands and what the next step is.
Who the site is for
For the associations and groups carrying a project, from the very first day through to day-to-day management. Whether you are looking for land, preparing a file for the town hall or organising the collection of donations, you will find concrete tools and clear guides, written to be understood without being a lawyer or a planner.
How we work
Noor rests on public sources: the land registry, the planning rules, the state's open data, the laws. The information is dated and invites you to check with the relevant departments, because the law and the figures change.
Noor is not a firm. The site gives markers, not personalised legal or financial advice, and it points toward qualified professionals as soon as a situation calls for it. An honest steer toward the right door is better than an approximate answer.
Our independence
Noor never touches donation money. The site takes no commission and displays, to date, no affiliate link. When we compare market solutions, we do so on objective criteria, the real cost, the fees taken, compliance, data protection, never according to a commercial interest.
Who runs Noor
Noor is run by one person, not by an organisation. Someone who spent nearly twenty years in the association world, as a mosque leader, and who has gathered here what he learned along the way, so that others do not have to rediscover everything alone. There is no particular ambition behind this site, only the wish to share an experience and to be useful.
The tradition makes room for ilm nâfi', useful knowledge, the kind worth passing on rather than keeping to oneself. That is the spirit in which this site was made.
Security and privacy
The site is designed to protect those who use it. Information offered by visitors, for example the report of an error on an entry, is always reviewed before being published, never displayed automatically. The audience measurement is anonymous: no personal data, no IP address, only the path visited and the area looked up, to improve the service.
The name
Noor means the light. That is the idea of the site: to light a path that often seems dark, promising nothing more than to see a little more clearly, at each step.
